Reckless driver attempts to cut into a lane while honking repeatedly and weaving a little, fails, then illegally crosses the solid white line on the highway to block my merge, resulting in a little shoulder time for me.

This driver aggressively attempted to cut into a non-merge lane and began honking and weaving his car trying to force entry. He then proceeded to follow me onto the highway, illegally cross a solid white/non-crossing line, block me from merging onto the highway, and forced me onto the shoulder. Please be aware this driver is likely used to riding the short bus.
