He was pulling out of a parking lot heading left, going down onto Eastern Ave, and I was going upwards Eastern Ave, so I was slowing down to let him go since my side of traffic would have to, and he was blocking my path with his bumper too far out. So I then honked to signal he’s fine and to proceed since I can't go, and we made eye contact quickly. Then he just got offended like a switch was turned on or he had a bad day, pulling his window down and cursing at me and my mother. Then, while passing forward, he abruptly and dangerously hit the brakes before crossing the double yellow lines to get onto his side of traffic while cars were behind me honking because I was starting to go forward since he was going to be out of the way. But I had to suddenly swerve the back of his car as he laughed and caused an anxiety attack for my mom. He’s clearly a dangerous and selfish driver who’s inconsiderate, not just to my car but to the oncoming traffic behind me and on the other side allowing him to go. Bad behavior like this could've caused bigger problems.
